QUEENSLAND STRATA COMMITTEES AND TRAINING: CURRENT LANDSCAPE AND FUTURE CONSIDERATIONS

From mid-2025, the second phase of strata reforms will be rolled out in New South Wales, requiring strata committee members to complete mandatory training. Failure to comply can result in a member ceasing to be on the committee.

While Queensland does not currently have mandatory training requirements for body corporate committee members, there has been ongoing discussion within the industry about the potential benefits of implementing similar training standards.

Queensland’s Current Strata Committee Framework

Committee members play a crucial role in managing strata schemes and ensuring compliance with legislative requirements. Their key responsibilities include:

  • Overseeing the maintenance and repair of common property.
  • Managing the body corporate’s financial affairs, including levies and budgets.
  • Enforcing and complying with by-laws.
  • Making decisions on behalf of lot owners.
  • Engaging and managing service providers.
  • Keeping proper records and meeting minutes.

Without any training, committee members can face challenges in understanding complex strata laws, financial obligations, and dispute resolution processes.

Calls for Mandatory Training in Queensland

Given the growing complexity of strata management, many industry stakeholders, including Smart Strata, have highlighted the benefits of mandatory training.

Introducing structured training could help committee members:

      Thank-you for your interest to attend the seminars online. These events are designed for in person education and networking. We will not be hosting the events for online viewing, we have tried this method before with minimal desired effect, therefore are keeping them to in person attendance only.

    Before compulsory training for voluntary committee members is bought in for Qld – the government should focus on bringing in compulsory qualifications and registration for body corporate managers! In Qld anyone can set themselves up or be employed as a BC manager – they are not required to complete even a basic cert ll. Unfortunately many then gain through their knowledge via ‘experience’ without any solid base or understanding of the legislation & regulations – and then provide incorrect advice to a committee based on what they have seen go on with other committees. I have learnt from disappointing experience in important matters to double check the advice provided by BC managers to my committee against the regulations and info in the commissioners website etc.

    Committee member training should be mandatory in QLD including a full unit in what your strata manager’s responsible for. People join committees (often prompted by others) with no idea what being on committee means or understanding without their participation and/or contribution, there’s really no point in them being there. When you’re responsible for the money and lifestyle of many others, you better be interested. Few people on any committee have a proper understanding of what the strata manager does or can/can’t do. Committees often leave certain matters entirely in the strata manager’s hands simply because it’s easier than trying to properly understand the issues.

    Aren’t most of these on Thursday mornings? If I am correct, could they be staggered over different days of the week is Monday one month, Wednesday another etc
