THE TRUE COST OF DELAYED MAINTENANCE
A Sydney strata committee received a concrete spalling remediation quote of $1.1 million in 2010. Owners hesitated, deliberating whether a less expensive repair could be undertaken. By 2012, the building was approaching uninhabitable conditions due to the delayed maintenance, and the final repair bill had nearly doubled to $2.15 million. This pattern repeats across every major building system. The question is not whether reactive maintenance costs more. It always does. The question is how much more your building will pay by waiting.

The Real Cost of Waiting
Industry analysis indicates proactive maintenance is approximately three times more cost-effective than reactive repairs. Emergency callouts compound costs through after-hours premiums, urgent response fees, absence of competitive quoting, and secondary damage to adjacent systems. When one component fails, it rarely fails alone.

Lifts
Lift components typically become obsolete 10-15 years after their original release. Once parts are no longer manufactured, salvaged components become the only repair option. When those cannot be sourced and faulty parts cannot be rebuilt, the lift may be out of service for 6-12 months while equipment is sourced from overseas factories for major modernisation or full replacement because of the delayed maintenance. The cost to complete a 20-year capital works cycle on strata lifts often reaches hundreds of thousands of dollars, which is precisely why many schemes delay major works year after year until crisis forces action.
HVAC Systems
A typical air conditioning system in a 100 square metre space can produce 20-40 litres of condensation daily. When condensate drains block gradually over time, water backs into ceiling cavities, creating mould conditions and damaging building fabric before anyone notices the underlying HVAC delayed maintenance problem. The consequences include water overflow damaging multiple levels, specialist mould remediation requirements, and potential damage to the HVAC unit itself. Regular servicing identifies drainage issues and filter blockages before they cascade into building-wide problems requiring emergency response.

Waterproofing
Waterproofing is one of the most common serious defects in strata buildings, affecting 42% of buildings surveyed in 2023 according to the NSW Building Commissioner. Research suggests 70% of buildings constructed since 2000 have experienced leaks. When membranes fail on balconies, bathrooms, or rooftops, water penetrates the building envelope, leading to reinforcement corrosion, concrete cancer, and progressive structural damage. The rectification cost for a failed membrane system, including strip-off, new membrane, screed, and retiling, can reach $70,000 or more. Critically, strata insurance typically excludes gradual deterioration, meaning buildings that defer membrane maintenance may find themselves uninsured when failures occur.
Concrete Spalling
Concrete cancer is progressive and accelerating. Steel reinforcement rusts, expands to approximately five times its original size, cracks the surrounding concrete, and allows more water to enter, which speeds deterioration further. Current industry pricing indicates repairs cost $2,000-$3,000 per square metre, with repair scope increasing approximately 5% annually if left unaddressed. Building consultants report that a facade crack caused by a small waterproofing failure may cost (for example) $150,000 to investigate, seal and repaint today, but if ignored can escalate to $500,000 within just a few years. Unlike mechanical systems, concrete does not break suddenly. Every month of delay represents visible deterioration and compounding repair scope.

Breaking The Cycle
Start with the system currently causing the most reactive callouts in your building. Request preventative maintenance proposals from three contractors. Present to the committee with a direct comparison: the previous 12 months of delayed maintenance reactive costs for that system versus the proposed annual preventative contract. Implement one contract as a pilot. Track results including callouts avoided, cost savings, and complaint reduction. Expand to remaining systems using demonstrated success. Within two years, most buildings can shift from a reactive majority to a preventative majority across all major systems.
Reactive maintenance feels responsive but actually surrenders financial control. Every emergency callout represents an opportunity cost: those funds could have prevented multiple future failures. The question is not whether preventative maintenance costs money. It does. The question is whether you would rather spend it strategically or desperately.
